School officials are &#8220;shocked&#8221;. No one has claimed responsibility for the fliers. The creator(s) remain unknown.<\/p>\n<p>In response to the publicity, SOU President Elisabeth Zinser has proposed a 10-point plan to combat hate-crimes.
